In 1872 the Secretary of War Edward Cardwell's Loocalisation Commission had created "Sub-district Brigade Depots " operational from 1st April, 1873. The Committee looked at the working of the Brigade system, the position of Militia Officers, the effect of recent changes, and examined the details of the draft Militia Bill connected to the foregoing.
